Fail COM:SCOPE as of no realistic educational value and all duplicate pages from the album uploaded at the same time at in pdf format HERE. No details are included on Commons or at the original source of photographer, specific date, subjects or events. The quality of photographs is relatively poor, so unlikely to be of realistic use even for illustration. As these are after 1994, they are not of any clear historic value needing to be duplicated from the pdf album.

These photos are probably older than 1994 - the DPLA collection is titled "Historical Records, 1918 - 1996", and a lot of the clothing styles and other ephemera look more like the 1980s or even earlier. (One big tipoff is that page 59 has a sign advertising a 1989 Christmas raffle.) Nevertheless, the content of these photos is certainly not of any great historical value, and I agree that the near-complete lack of context severely limits any potential educational use.  Delete. I understand the dates are confusing, but the dates back to 1918 are for the "parent series". The archive is broken into tranches by date, this being the 1994-1999 set as given in the source record. However, it could be that these dates are maybe the date of archive rather than date taken? However that's kind of worse as it's almost as bad as finding unattributed photographs in a charity shop and publishing them on Commons because they "look old". One advantage of having separate single .jpg photos from books/.pdf-files is that one can add individual categories for each file. For example File:1339 Morale and Recreation, Various Photos - DPLA - 0f2d132f74ad72189db6a7f516ede48f (page 83).jpg makes a good addition to Category:Children's sports, but one can't possibly slap this category on the .pdf-file as a whole. these photos are no different from the coloured ones in Category:Morale, Welfare and Recreation, except they came from the time when there was neither digital photography nor internet. that makes them way more valuable coz pre-internet documentation is scarce.
